In these settings, magic is not common and the number of spell casters are either really low, or they may be more common however most are not very powerful in their magic abilities. In the Channel Cities setting, spell casters are not very common, and only a relatively small number of spell casters have the skills and ability to manipulate magic to the point where they are truly powerful.
